Abstract: Based on the view of contribution by Internet technology progress to the productivity in the three industries, this paper attempts to construct a model of the industrial structure change driven by internet technology progress. On the basis of using methods of Solow residual and DEA to calculate the rate of internet technology progress, this paper deduces the effect on industrial structure upgrading driven by Internet technology progress in 24 provinces, municipalities and autonomous regions of China. By making use of the industrial panel data of 24 regions from 2003 to 2016 to carry out the empirical research in the paper, it is found that in the region where the new business model of ‘Internet plus’ is booming in the tertiary industry, the contribution by Internet technology progress to the productivity in the tertiary industry exceeds that in the secondary industry, which pushes forward the industrial structure upgrading in the region. However, in regions with industrial structures, the Internet technology progress is not found conducive to industrial structure upgrading. In addition, in the areas where the industrial structure features service characteristics, the role of the in-depth integration between Internet innovation achievements and service sector in driving the industrial structure upgrading is greater than that in the areas where the industrial structure merely exhibits a service-oriented direction.
