Abstract: Adopting the theory of Consumer-Citizen and three-dimensional Citizenship, the paper proposes the concept of quality-citizen as well as demonstrated its civil, political, social aspects of the right space for the first time. And then, applying the theory to analysis of the typical representative of quality-citizen, Wang Hai who is one of the most famous people fighting against fake product, the paper holds that laws related to quality provide legal basis for implementing Wang Hai’s political rights of quality, flood of fake commodities provide a realistic basis for exercising of civil rights of quality, and the corporation management mode solves the problem of imperfection of consumer social organization, which realized social rights of quality alternatively. As a quality citizen, Wang Hai’s quality activism reflects both private and public dual attributes. Meanwhile, his public property owns more progressive significance. Wang Hai’s existence and contribution, as a quality citizen, provides a positive reference for quality management in China nowadays.
