Abstract: The food firms and the consumers are the subjects of food safety supply and demand, and they take different measurements of food safety with the typical relationship such as the substitutable relationship and the complementary relationship, which affect their decision on the food safety efforts. The optimal effort levels of food safety and their influencing factors are analyzed by the stackelberg game models with the firms as the leader and the consumers as the leader for reference, in order to supervise the behaviors of the subjects of food safety supply, and incentive the consumers to make the measurement of food safety.
