Abstract: Quality promoting is the essence and telos of our Higher Education reformation, which demands constructing our own Modern University System of China. To construct the Modern University System with Chinese Characteristics, we must be established in special China’s national conditions including system, historical tradition and culture and accordingly resolve special China’s issues. Now serious administerization and de-administration of university management system is the basic starting point and core goal of construction of China’s Modern University System. The establishment of status of university independent corporation, construction of service-oriented administration and the design of president democratic selection system all make promoting universities’ de-administration as fundamental aim. To advance the implement of Modern University System, the university statutes construction has to be strengthened to establish due university culture and regulate the university authority and accordingly promote the Modern University System with Academic Orientation moving towards practice. In this course we must strengthen the Party leadership and increase its scientization level, and advance the socialist nomocracy.
