Abstract: Under the impact of the globalization, China-foreign Joint Universities become a strategic choice of higher education internationalization. Policy factors profoundly influence the development of China-foreign Joint Universities, Optimizing it has both theoretical necessity and practical urgency. To do that, We must optimize the goals and ideals, execution process, elements combination and implementation of the policy, then achieve four “unities”, namely: the unity of ability training and talents keeping, unity of “legally correct” and “prevention and punishment”, the unity of “scientific orientation” and reasonable planning, the unity of examination and approval in advance, matter monitoring, afterwards feedback estimation.
