Abstract: Improving the quality of development is an important content of the guidelines of China’s 13th Five-Year Plan. This paper analyzes that one of the main causes which hinders the elevation of macro development quality, is lack of quality innovation, which suppresses the level of product and service quality so that macro development can not be effectively supported. This paper puts forward that quality innovation is the new normal momentum to create demand and release new requirements, which is the key for the enterprises to transform from “the speed earnings” type to the “the quality earnings” type so that the long-term sustainable improvement of development quality from the supply-side can be achieved. This paper suggests that, during the period of 13th Five-Year Plan,it is necessary to release huge dividends of quality innovation by way of reform and break limits of institutional mechanisms on quality innovation. In addition, guaranteeing the market’s decisive role in quality innovation and accelerating the establishment of the national quality public service system is also recommended.
