On April 19, 2015, Zhi Shuping, the director of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ), made a specific instruction to “Report on Quality Research under the New Normal Submitted by Wuhan University Institute of Quality Development Strategy (IQDS)”. The instruction is that it is worthy of paying high attention to the quality research in new normal by Wuhan University Institute of Quality Development Strategy. There is high reference value in the paper “Quality: New Driving Force of Growth under the New Normal”. Related leaders of General Administration should be given the material for study by the general office. Besides, they can submit the full text or the important views to the leaders of State Council and departments related.
Based on the survey in 2013, China quality development observation survey in 2014, which is conducted by IQDS, made further adding in sample area and scale, optimized the questionnaire and prompt the validity of survey. The survey covered 31 provinces (autonomous regions and municipalities), 91 cities, 103 counties (including county-level city) and more than 6,000 samples, from which more than 1 million data points can be obtained. Quality assessment model followed the model of 2013, which is that the overall quality situation of one region is measured by the four dimensions including quality safety (product won’t do harm to people’s physical and mental health)、quality satisfaction (product have a better sense of experience、a better cost performance or product can satisfy a higher standard)、public quality service (related service supplied for enterprises and civil by the government) and civil quality (civil consciousness、knowledge and ability relevant to quality development). Then the regional overall quality index can be obtained through weighting method.
