Does Government Quality Supervision Fees Help Improve Product Quality? An Empirical Study Based on China Employer--Employee Survey (CEES)

Abstract: This paper studies the relationship between government quality supervision fee and product quality, and use the one-hand and business survey data for empirical validation. Studies have shown that the presence or absence of the government quality supervision fee will have significant impact on the product quality, enterprises with no quality supervision fees have a better quality product quality than those who have the quality supervision fees. The empirical results also show that the government quality supervision fee have significant negative relationship on product quality, enterprises with quality supervision fees have a worse quality ability than those who does not have quality supervision fees, the government supervision fee had no significant effects on promoting the product quality. Based on the above findings, policy recommendations of this paper is to cancel the government quality supervision fees, and the cost of in the regulatory process should be made up by public expenditure in order to ensure the government quality regulatory is impartial and independent; we should develop the market-oriented quality of technical services, government procurement market technical services to improve the overall service quality of technical services.
