Study on the Development Process of Government Quality Management System in Ancient China

Abstract: The empirical study on the development of the government quality management system in ancient China is useful to understand the general rules of the development of the quality management of the ancient Chinese government. Through the investigation of historical documents, the research sorts the data of relevant organizations, officers, functions and management methods in main period, and analyzes the evolution features through development of the quality management in ancient China. The research suggests that the history of quality management in ancient China government is gradually from direct quality management to indirect quality management. The transformation of the government quality management system is performed by the management transferring gradually from the production process to the circulation and trading process; product quality management gradually transferring from direct administrative intervention to emphasizing market competition and the customary rules; government quality management transferring gradually from single mode to multi-subject participation mode relying on broker-house and industrial association.
