Abstract:By the environmental quality questionnaire survey in 77 cities of 29 provinces, this study has evaluated the environmental quality by different provinces and regions’ residents. Then, this study has contrasted the residents’ evaluation with diverse level of income, age, degree of education etc. Finally this study has discussed the reason of the differences between various groups on the environmental quality assessment, and offered the possible explanations. This study found that the middle and west area of China has confronted a serious risk of potential transfer of environmental pollution; Environmental quality assessment in rural areas is lower than that in urban areas; The environmental quality assessment an individual would give is proportional to his socio-economic position; High-income groups have a higher expectations of environmental quality, thus it will lead to a lower environmental quality evaluation. This research suggests that to prevent the discourse right monopoly on environmental governance by the minority; to increase the investment for environmental governance and basic environmental public services in rural areas, at the same time to increase the investment on environmental compensation and education for the groups who has confronting higher environmental risk; to increase the investment in the middle and west area of China on environmental governance and to establish a strict environmental access threshold.
