Deputy Director Chen Gang of AQSIQ Made Important Instructions on Research Results of IQDS

On December 31, 2016, Chen Gang, Deputy Director of General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), made important instructions on the “Survey Report on Quality Innovation of Chinese Enterprises” submitted by Professor Cheng Hong, “The survey report, made by Cheng Hong’s research team, on China’s enterprise quality innovation is  of significance and also very rare. It is of reference value for AQSIQ to further deploy quality promotion operations, especially to implement corporate responsibility and promote overall quality management.” This is another provincial-ministerial important instructions received by IQDS based on CEES-data-based “Luojia Development Think Tank”. This instructed report has already been submitted to Director Zhi Shuping and other leaders of AQSIQ.


This report, based on the data collected from more than 1,000 enterprises in CEES, analyzes the current situation of quality innovation in Chinese enterprises, and points out that quality innovation is facing the following development trends: market demand-oriented, competition mechanism-oriented, science and technology input-oriented, intelligence equipment-oriented, quality factor-oriented and human capital-oriented, which promotes the improvement of total factor productivity in the enterprises. Meanwhile, problems exist in quality innovation, such as lack of entrepreneurial spirit, deficient “learning by doing” mechanism, insufficient value chain extension and so on. Based on these issues, it is suggested to improve the quality of “learning by doing” mechanism by enhancing entrepreneurial innovation spirit and promote quality innovation by innovation policies.


Since 2016, IQDS have developed a series of high-quality think-tank reports based on CEES data, and formed think-tank-serving-innovation model. On September 18, the “Luojia Development Report” (No.52, 2016) based on CEES data received important instructions by Acting Governor Wang Xiaodong of Hubei Province.
