The government’s function and effects on quality supervision has been widely concerned in the society in recent years. Does government quality supervision charge have an impact on product quality? How much is the impact? According to the said question, IQDS experts made a study.
An article titled “Does government quality supervision fee help improve product quality? An empirical study based on China Employer-Employee Survey”, authored by Cheng Hong and Zhang Kai, was published in Academic Research (Issue 3, 2017).
The paper puts forward that there is a significant differentiation impact between government quality supervision charge and product quality. One of the reasons for the failure of government quality supervision is that technical quality departments fee supervised enterprises in the process of government quality supervision, which leads to a correlation of interests existing between the government quality supervision departments and the supervised enterprises. As a rational economic person, the government rent and earn personal gains through charges, while the enterprises seek for rent through charges. Due to this, the enterprises had a collusion with the government to achieve the same interests, eventually leading to failure of the government quality supervision. In order to ensure the impartiality and independence of the government’s quality supervision departments, the cost of government quality supervision should be borne by the public finance, the existing quality technical departments should be integrated, and the market-oriented quality technical departments should be developed and the national quality technical service should be upgraded through market competition to improve the effects of government quality supervision.
