Quality Governance: The Study on Governance Structure and Authority Influence of its Members——An Empirical Analysis Based on China

Abstract: Based on the realistic background of quality common governance, this paper puts forward the concept of quality governance according to the theories of society governance and corporate governance, and concludes that the management science of quality has grown to the fourth stage, namely quality governance. Its essence is the product quality promotion and guarantee activities carried out by enterprises and governments in collaboration with other social forces. Through brain-storming method, eight main members of the quality governance structure are selected, including the government, quality certification agencies, quality advisory bodies, industry associations, end-consumers, customers, consumer associations, news media. In this paper, 246 quality management experts and workers have been surveyed with questionnaires, which 232 questionnaires are valid . On this basis, the influence of each member in the quality management structure is empiricaly studied by using the method of Analytic Hierarchy Process(AHP). The research shows that government and quality certifi- cation agencies are the most important two members of quality governance, which industry associations, customers and consumer associations have always played an important role in quality governance. News media with little role in quality governance, the end-consumers have the least influence, as the weakest influence role to develop the enterprise quality.Therefore, the existing quality governance structure in China has not yet formed a scientific quality governance system of “government-led, market oriented”. The quality governance structure stili needs further optimization, highlighting the role of industry associations, fina lconsumers and customers. Government quality supervision departments need to focus on implementing the reform of “simplifying government and decentralizing power” in the field of quality, building a new quality governance mechanism of“releasing, managing and governing”.It could speed up the optimization of quality governance structure, and alow market players to play the role of quality governance, so as to effectively promote the construction of the quality powerful country.
