On December 4, Deputy Governor Xu Kezhen of Hubei Province made important instructions on the report “Proposals for Promoting the Legislation of Consumer Product Safety in Hubei Province and Formulating Consumer Product Safety Regulations”, submitted by Luo Ying, Associate Professor of IQDS. He commented, “Consumer safety relates to all the people’s health and vital interests as well as the establishment and promotion of social esthetics. It is essential to speed up the legislation of consumer safety, so a research should be conducted among Legislative Affairs Office of Hubei Provincial Government, Hubei Bureau of Quality and Technical Supervision, Hubei Administration for Industry & Commerce and Hubei Food and Drug Administration.
This report put forward six proposals based on the promotion of consumer safety legislation. It has been pointed out that we should be problem-oriented and combine inheritance and innovation together; we should conform to the principle of multiple mutual governance involving government supervision, market regulation and consumer participation; we should position Hubei Consumer Product Safety Regulations as the basic law of consumption in Hubei and a comprehensive local legislation involving public laws and private laws; we should well coordinate Hubei Consumer Product Safety Regulations and local legislative rules; we should make a scientific design of the main content of Hubei Consumer Product Safety Regulations in right time.
On November 2, Director Mei Kebao of General Administration of Quality Supervision, Inspection and Quarantine (AQISQ) made important instructions on the report, “Suggestions on promoting the legislation of Quality Promotion Law”, submitted by Luo Ying, Associate Professor of IQDS.
